As a member of theTeam that has helped bring the Handbook to life, I cannot answer the afore-mentioned question objectively, but I am interested in hearing what others have to say about this Handbook.
These are some thoughts that cross our mind as we navigate the field of disaster risk management. I think many others would be interested in reading about what the Handbook means to them - or what it can hopefully do for others in the future!

Handbook
It is a great source example of how to learn from past experiences. It can be used as a preventive handbook; I think it should be used as a way to educate other countries on best building practices to prevent future disasters. Helping other become proactive!

The handbook is a tool to speed-up and achieve a better reconstruction, but I can't see, that is brought in action for the Haiti reconstruction. It is high time to do so and start preparing the basics for reconstruction. What is WB doning in this? |

A very sound and comprehensive handbook that serves a solid foundation from which one can and should distill practical one sheet instructions.
Repeating the "Handbook Guiding Principles" at every chapter is a great set up.
Now it is up to the active participants of this website to contribute to the few technical pages with case stories and proposals for Best Sustainable Construction Practice.
You can count on me to do so related to my focus area, Sustainable Concrete.
